Work=20 Group Process Design

 

After=20 introductions, Michele Straube summarized the Lower Silver Creek work = group=20 convening report and its recommendations for work group design.   She stated that the = primary=20 purpose of this first meeting was to identify and integrate known = environmental=20 information about the Lower Silver Creek work group area, with the = intention of=20 presenting this synthesized knowledge to the full work group at a = subsequent=20 meeting.  No substantive = discussions=20 or decisions about Lower Silver Creek were on the agenda for this first=20 meeting.

 

The=20 group agreed that the south-north boundaries of the Lower Silver Creek = work=20 group area should be State Route 248 and Atkinson (aka =93the = dairy=94).  Later discussions reflected = that the=20 east-west boundaries of the work group area follow the floodplain and = contours=20 of the land.  These = geographic=20 boundaries will be confirmed by the full work = group.

 

Several=20 additional stakeholder interests were identified that had not been = included in=20 the convening report:

  • Derrick=20 Radke, Summit County = Engineer=20
  • Brian=20 Kimball, US Geological Survey (data resource)=20
  • Michael=20 Luers, Snyderville Basin Water Reclamation District. =

These=20 stakeholders will be added to the work group, and the question will be = revisited=20 with the full work group.

 

 

The=20 group reviewed the Statement of Goals adopted by the Silver Creek = Watershed=20 Stakeholders=92 Group and suggested the following changes to make them = more=20 relevant to the Lower Silver Creek work group=92s = efforts:

  • Refer=20 to the Summit=20 County general = plan and=20 Lower Silver Creek in paragraphs 1.2.1 and 1.2.2.=20
  • Refer=20 to achieving compliance with the TMDL, to the extent=20 possible.

The=20 work group=92s Statement of Goals will be reviewed by the full work = group at its=20 next meeting.

The=20 GIS consortium will be updating aerial photography during the fall of = 2006.  They will need to know = specific needs to=20 include in their effort by mid-summer 2006.

 

Landowners=20 and developers are particularly interested in the following=20 information:

  • an=20 overlay of property ownership information and known = wetlands=20
  • an=20 overlay of property ownership information and known tailings / areas = of soil=20 contamination, and=20
  • easements=20 (e.g., conservation, access) and other land development=20 restrictions.

 

The=20 following topics were suggested for the next work group=20 meeting:

  • an=20 overlay of property ownership information and known wetlands =96 to be = created=20 by Jason Gipson, Corps of Engineers, using the UPCM aerial photograph, = Summit=20 County property ownership information, and Corps of Engineers wetland=20 delineations=20
  • an=20 overlay of property ownership information and known tailings / areas = of soil=20 contamination =96 to be created by Kathy Hernandez, EPA, using = UDEQ/DERR data,=20 100-year floodplain information, and Summit County property ownership = information;=20 lead and arsenic will be the marker metals=20
  • more=20 detailed information on the additional sampling that UDEQ hopes to = conduct in=20 the Lower Silver Creek area this summer, as well as the alternatives = analysis=20 that EPA wishes to have conducted under contract=20
  • information=20 on the health and ecological risks presented by the Lower Silver Creek = area =96=20 to be presented by Scott Everett, UDEQ toxicologist, in collaboration = with=20 UDEQ technical staff and EPA=20
  • a=20 brief history of the Silver Creek Watershed Stakeholders=92 Group = process, as=20 well as perspectives on addressing watershed issues collaboratively = =96 Sally=20 Elliott and Kerry Gee=20
  • a=20 brief summary of the regulatory context in which any remediation = activity will=20 have to take place.

Ongoing=20 Public Outreach

 

The=20 existing watershed stakeholders=92 group website (http://www.silvercreekpc.org/)= is=20 currently being maintained by United Park City Mines.  Kerry Gee stated that they are = willing=20 to continue updating the website as additional information is provided = to them,=20 including adding a section for the Lower Silver Creek work=20 group.
